中共〝18大〞至今，山西已有25名官员下台。最新两起大案，一是山西省政协副主席令政策，因涉嫌严重违纪违法，正接受中纪委调查；仅相隔1分钟后，山西省委常委、副省长杜善学也被宣布落马。有分析认为，山西官场的震荡正走向高潮，山西目前已成为中共总书记习近平〝打虎〞的另一波焦点。
踏入2014年 ，习近平的〝打虎〞运动有升级之势。继副国级的中共政协副主席苏荣上周六下马后，这个星期更突破〝一周一个省部级〞被查的惯例。
6月19号，中纪委一口气宣布扣查山西常务副省长杜善学，与山西政协副主席令政策两名省部级官员。
加上分别于今年2月受查的前山西省委副书记金道铭，和4月被带走的前山西太原市委书记申维辰，山西官场今年以来已有4名省部级官员倒台。（申维辰2010年调任中宣部副部长之前，担任太原市委书记多年。）
与杜善学相比，令政策的落马更为引人关注。今年62岁的令政策，他的弟弟是现任中共中央统战部长令计划。令计划在前中共总书记胡锦涛任内，曾担任中共中央办公厅主任。
北京时政 观察人士华颇：〝令计划的仕途、命运会有何突变，这还要拭目以待，这是第一；第二，有可能令计划和令政策虽然是兄弟，但是他们俩并不沾边。这个因素也不能排除。〞
香港《明报》从多个消息源获知，令政策被中纪委拿下，主要是金道铭案的延续。令政策的儿子则卷入〝华润集团〞董事长宋林案。知情人士表示，令政策在山西省发改委出任主任时，在相关土地、煤矿审批上涉嫌违法违纪。
金道铭被查，则是因为涉及周永康之子周滨，两年前主导的前吕梁市市长〝丁雪峰买官案〞。另外，金道铭还涉及包庇山西多宗大案。
华颇：〝山西，是中国 能源大省，能源，是一块肥肉，各大家族都会伸手。宋林案、申维辰案，那是冰山一角。不单是周永康，恐怕后边还有别的家族伸手。真要捅开了，水，非常非常深。我想肯定习近平会狠狠打击地方的实力派，这是大势所趋。因为地方实力派一直在坐大。习近平打击山西帮那是第 一步，第二步还会打击北京帮、上海帮。〞
报导引述一位山西消息人士的话指出，一名来自山西晋中榆次区的女商人胡昕，与令政策、金道铭和杜善学都有交集。山西坊间指称，胡昕为多名山西官 员的〝公共情妇 〞。另一位北京消息人士则透露，这次山西官场〝地震〞，范围主要控制在山西境内，〝应该还不会涉及到令计划这一层面〞。
亲北京的海外 中文媒体19号也及时放出风声，声称当局对令政策的调查，将奉行〝不开恩、不连坐〞的原则。
令政策最后一次公开露面是在17号，当时他率领省政协的调研组到偏僻农村视察调研。
据《山西日报》报导，今年58岁的山西省委常委杜善学，17号当天也陪同山西省委书记袁纯清、省长李小鹏在太原会见了〝国家电网公司〞董事长刘振亚。
媒体说，与令政策一样，杜善学被认为是〝山西帮〞中的〝运城帮〞主要成员。杜善学在吕梁任上涉嫌收受巨额贿赂，同时在竞争山西省委秘书长一职时涉嫌买官。
与此同时，山西也传来习近平旧部调任的消息。19号，中共官媒公布，湖北省委常委兼组织部长楼阳生调任山西省委副书记。楼阳生填补了金道铭留下的空缺，坐上山西第三把交椅。
官方履历显示，习近平2002年底从福建省长升任浙江省委书记后，楼阳生隔年2月立即从浙江省金华市长升任丽水市委书记，两人在浙江共事超过5年。因此，楼阳生调任山西省委副书记，被视为释放习近平有意整治当地官场的信号。
《明报》认为，相信〝山西帮〞在楼阳生的整治下，将有得震，没得睡。

Shanxi Crackdown Reaches Climax
2 Senior Officials Sacked in One Minute.
25 Shanxi officials replaced since Chinese Communist Party
(CCP) 18th National Congress.
Two major cases are: Ling Zhengce vice chairman of Shanxi
provincial committee of the Chinese People’s Political
Consultative Conference (CPPCC), who is under investigation
for suspected serious discipline and law violations.
Just 1 minute later, Du Shanxue, vice governor and member of
the standing committee of Shanxi provincial committee of the
CCP sacked.
Some analysts believe the crackdown on Shanxi officialdom
has reached its climax;
Shanxi has become another focus of CCP General
Secretary Xi Jinping’s beating of Tigers.
In 2014, Xi Jinping’s Tiger campaign has stepped up a grade.
After the Vice Chairman of CPPCC Su Rong’s sacking
last Saturday, they broke the convention of one provincial
or ministerial level investigation per week from this week.
June 19, The Central Commission for Discipline Inspection
(CCDI) announced the detention and investigation of two
provincial and ministerial level officials including the
Executive vice governor Du Shanxue and Shanxi Political
Consultative Conference Vice-President Ling Zhengce.
Plus former Shanxi deputy secretary Jin Daoming who
was under investigation in February,
the former Taiyuan Secretary Shen Weichen
who was taken away in April;
four provincial and ministry level officials sacked
in Shanxi this year.
Ling Zhengce’s sacking is more attractive compared
with Du Shanxue.
Ling Zhengce is 62 years old this year.
His younger brother Ling Jihua is current minister
of the United Front Work Department (UFWD).
Ling Jihua served as director of the General Office of the CCP
when the former General Secretary Hu Jintao was in office.
Beijing politics watcher Hua Po: “First, we have to wait
for any sudden changes in Ling Jihua’s career and destiny;
Second, there might be no connection between Ling Jihua
and Ling Zhengce although they are brothers.
We can’t exclude this possibility.”
Hong Kong Ming Pao got to know from multiple sources that
Ling Zhengce’s sacking is a continuation of Jin Daoming’s
case.
Ling Zhengce’s son got involved in CRC chairman Song Lin’s
case.
It was said that Ling Zhengce is accused of law violation on
the relevant land mine approval when he served as director of
Shanxi Development and Reform Commission.
Jin Daoming’s investigation is because he was involved
in former Luliang mayor Ding Xuefeng’s title purchase case
which also involved Zhou Yongkang’s son Zhou Bin.
In addition, Jin Daoming also harbored a number of major
cases in Shanxi.
Hua Po: “Shanxi is a big province with a fat meat, energy,
which is wanted by all major families.
The Song Lin and Shen Weichen cases are just the tip of
the iceberg.
Not only Zhou Yongkang’s, there might be other families
reaching behind.
The water might be very deep if it was broken.
I believe it is a trend for Xi Jinping to crack down
on local power because regional power is inflating.
It would be the first step for Xi Jinping to crack down on
the Shanxi Gang.
The second step will crack down on the Beijing
and Shanghai Gangs. “
The report quoted a source that a businesswoman Hu Xin has
connections with Ling Zhengce, Jin Daoming and Du Shanxue.
It was said in Shanxi that Hu Xin is a public mistress for
several Shanxi officials.
Another Beijing source disclosed the Shanxi officialdom
earthquake is limited to Shanxi province.
It won’t involve the Ling Jihua level.”
Overseas pro-Beijing Chinese media revealed the
investigation of Ling Zhengce will follow the rule of
no mercy, no implicated punishment.
Ling Zhengce’s last public appearance was on June 17th
when he inspected an out-of-the-way village leading a
CPPCC research group.
According to the Shanxi Daily report, 58 years old Shanxi
Provincial Committee Du Shanxue also accompanied the Shanxi
Secretary Yuan Chunqing, the Governor Li Xiaopeng to meet
the Chairman of State Grid Corporation, Liu Zhenya in Taiyuan
on the June 17th.
The media said the same as Ling Zhengce, Du Shanxue is
considered a member of Yuncheng Gang in Shanxi.
Du Shanxue is suspected of accepting huge bribes when he
served in Luliang and alleged official title purchase in competition
forthe Secretary of the Shanxi Commission for Discipline Inspection.
In the meanwhile, it is said Xi Jinping’s old comrade was
transferred to Shanxi.
June 19, the CCP mouthpiece announced that the Standing
Committee of Hubei Provincial, the Organization Minister
Lou Yangsheng is transferred to Shanxi as deputy secretary.
He filled Jin Daoming’s vacancy as the third spot in Shanxi.
Official biographies show that Xi Jinping was promoted to
Zhejiang Provincial Party Secretary from Fujian Governor at
the end of 2002.
Lou Yangsheng was immediately promoted to Lishui Party
Secretary from Zhejiang Jinhua mayor the next February.
They have worked together for 5 years.
Therefore, it is a signal from Xi Jinping to intentionally regulate
the local officialdom by transferring Lou Yangsheng as Shanxi
deputy secretary.
Ming Pao believes the Shanxi Gang might have earthquakes
without rest under Lou Yangsheng’s regulation.
